"where the fractional part is 1/2" is referring to the mixed numeral. A mixed numeral, is a mix of a whole numeral and a fractional part. In your example 6 1/7, 6 is the whole numeral and 1/7 is the fractional part. The question is really asking you to estimate in 1/2 increments. Is 6 1/7 closer to 6 or 6 1/2?
