After $1000$ is divided by a factor of $999$, the remainder is $1$, so the decimal expansion repeats.
Other factors of $999,$ namely $3$ and $9$, are factors of $9$ as well,
so their decimals repeat after only $1$ digit:
$1/3=0.333...=0.\overline{3}$ and $1/9=0.111...=0.\overline{1}.$
