The answer is yes, since we have:
$$x = \frac{1}{2} \left( (x+y)+(x-y) \right) $$
$$y = \frac{1}{2} \left( (x+y)-(x-y) \right)$$
So $x$ and $y$ can be expressed as the the sum and product of rational numbers
