To solve for $\theta$ you can use $\arctan(-3/2) = -\arctan(3/2)$.
To convert from radians to degrees, you multiply by $\frac{180^\circ}{\pi}$: $$x\text{ radians} \times \dfrac {180^\circ}{\pi} = y^\circ$$
