It's the indicator function that $n/R \in \mathbb{N}$. Formally: $$ 1_{\mathbb{N}}(n/R) = \begin{cases} 1, &\text{if $n/R \in \mathbb{N}$} \\ 0, &\text{if $n/R \notin \mathbb{N}$} \end{cases} $$
