$$ \|\gamma - \mathbf{a}\| = {1\over\kappa}$$ says that the distance from $\gamma$ to $\mathbf{a}$ is the constant value $1\over \kappa$.
Now, what is the definition of a sphere $S$ of radius $1\over\kappa$ about $\mathbf a$?
