How express the fact (1) verbally?

Is it simply "$A$ is bounded by $B$" ?

or "$A$ is controlled by $B$" ?

Particularly, is saying "$A$ is controlled by $B$" equivalent to $(1)$ or equivalent to $A \leq B$ ?
