No. $Ee^{iuI_{\{Z\geq t\}}}=e^{iu}P\{Z\geq t\}+P\{Z<t\}$. Note that $e^{iuI_{\{Z\geq t\}}}=1$ on the event $\{Z<t\}$. You have to take this part alos into account.
